Synopsis of "A Carbon Allowance In Every Pot"

This article proposes that every individual in England be issued an allowance that would limit the maximum amount of carbon they could generate. That system would be more equitable to low income people than would carbon taxes that would raise expenses and affect the poor the most.

It is also suggested that the number of hours worked should be reduced to ecourage people to limit high carbon practices such as eating out.
